He is using velcro because it is more affordable and times are tough for a private

My personal opinion is velcro until about E5/E6. To be honest there isn't much point considering this guy will have to in theory, cut off his rank in X months when he promotes.

He''ll rank up in about a year, and have to re-sew everything. Also in a time of war, velcro is better because now you're an E1 instead of an E6.
