Your cpu is running at 40 percent. It's not bottlenecking. Unless it's the gpu which when your using a balanced system. The gpu will always be the bottleneck. Is it nvme storage or hdd? That can bottleneck your system but bottleneck like yor talking about, it's not bottlenecking
