I've seen different variations of this puzzle, my answer is 511, 081. You take the top and bottom Stick on the first zero put them at the end to make a one

Now you have 6110^8, which equals 1.9423598 x 10^30, or one nonillion, nine hundred forty-two octillion, three hundred fifty-nine septillion, eight hundred sextillion. That, as far as I can tell, is the biggest number with only 2 sticks moved.

Put the 8 slightly lower than the rest of the numbers to get 8^005
Then move 2 matchsticks to get 8^11105 which is 2048 tile 33315 or about 10^10000

Actually, you could just move the two sticks from the top and bottom of the zero to add a 1 at the start of the number. That would make it ALOT bigger.
