As far as I know about criminal psychology, there are mainly two factors in the mind of a criminal:
(i) probability of being caught;
(ii) punishment after being caught.
So it doesn't matter how strict the punishment is unless the probability of catching the criminal is high, and we all know how efficient our police are.

Thank you so much for addressing this issue, I am a doctor myself and I see how inhumanly doctors are treated in emergency and trauma centres, and moreover the silence of non medicos in this case if baffling. Isn't it any less henious as compared to nirbhaya where whole country stood for, including the doctors

किसी भी हिंसक घटना के समय उसके आस पास मौजूद लोगों की भूमिका महत्वपूर्ण होती है

इस लिए ऐसे लोग जो घटना स्थल पर मौजूद हों और वे कोई प्रयास न करें तो
उनके परिवार को किसी भी सरकारी नौकरी के लिए अयोग्य घोषित करने का प्रावधान लागू किया जाना चाहिए
तथा हिंसक वारदात को अंजाम देने वालों के विरुद्ध साहसिक योगदान देने वालों के परिवार के एक सदस्य को किसी भी चयन प्रक्रिया में अतिरिक्त अंक देने की योजना बनानी चाहिए
