As someone who has spent my entire life in So Cal, I can assure you, there is no group of people or land or infrastructure more ill-equipped to handle 4" of rain in 12 hours than Southern California.

Sorry Cali, the weather script has flipped. Looks like Texas and the south coast are going to be the new desert, and the west coast the new tropics. While the Strom hitting you now is devastating, wait until you get a direct hit, by the Northeast side of a category 2 to 5 cane, from LA to San Fran. Believe me, seeing whole 100-year-old trees, roots and all, flying through the air like someone would toss a spear, ain't something to ignore. You might want to rethink those wood frame stucco siding houses too; even in a Cat 2, they're like a cardboard box in the Santana winds!
