The port starboard rule is the simplest of rules, but just keeping clear would be to miss out on some tactical options which you don't want to do in an America's Cup match race.

The 36th America's Cup presented by Prada will be contested by the winner of the 2017 America's Cup, the Royal New Zealand Yacht Squadron represented by their team, Emirates Team New Zealand, and the winner of the Prada Cup, the challenger selection series which takes place in January–February in 2021.

I would like to see wind direction arrows from the overhead shots during competition. It makes the experience more tangible and would help those who are not familiar with sailboats racing to windward then downwind.

It would be nice to explain the tactics involved in dialling down to force a tack or further dial down by port tack boat.

What if, in the example, the wind is blowing from the south.
Ie, the wind would now be coming over the blue boat's starboard side.
Who would have right of way?

Basic rule of the sea, "if on starboard red appears tis your duty to keep clear". So if on your starboard (right hand) side you can see another vessels port (red) side, it's your responsibility to avoid the collision.

How and when are penalties levied ? Is mentioned in the video but not explained ? Is there no editing staff ?

Very clear if both boats are arriving at the cross point together. What happens though if the boat on starboard tack is very slightly behind? Does it ever have to give way or would it be innocent in the event, for example, of a collision with the rear part of the other boat? In other words an example similar to the Ineos/Luna incident a few days ago, but with Luna even closer to Ineos than it was in that case. (In the actual case Ineos was very slightly ahead but Luna crew seemed to think that either a) they themselves had right of way or b) it was at least worth claiming right of way in order to ask the question of the judges).

there is no "right of way" on the sea and in the rules of sailing on any waters. There is a rule "to avoid any collision" and, even if the result of the maneuver is the same, the spirit behind is quite different. Every captain has to avoid any risk for his ship and all other ships on the water, so it is a very "defensive" set of rules and not the kinda aggressive "right of way".
