This deserves a longer discussion. One argument is evil intent is very much linked to stupidity and not knowing how to resolve disputes except in primal ways. They are the same thing.

In fact, people will use this assumption against you. They will make moves with bad intents toward you, then play dumb when asked about it

I think the prevailing thought is the "that CAN be attributed..." & "adequately explained... " portions of the statement.
it's not a one size fits all model. You asked the question "is it true that we are NEVER to assume malice..." This changes the model in its entirely.

In a way, malice requires a certain level of competency that a variety of big faceless entities obviously lack.

Hanlon's Razor is not a mental model but a heuristic.

First take into account the possibility that the "bad Actor" may be stupid.

This does not necessarily attribute a lack of intelligence but a lack of care or information.
- ignorance
- Inattention
- misunderstanding
- inexperience
- lack of foresight or shortsightedness.

This is the meaning of stupidity in the context used.

How could this apply to recent events? I got to thinking about the bailout bills and our leaders in the US. But what do you people think? Is there a light that went off with this one for you?

You just States a “fact” without even trying to convince us. The reason conflict strides is most of the time caused by incomplete information of the other sides intents and therefore could just as easily be explained as stupidity.
