This is a demonstration of Hanlon's Razor, which says "Never assign to malice that which can be attributed to stupidity".

The van driver at the junction shows either a terminal degree of indecision or was waiting for me to overtake at the speed of my approach. Call me paranoid, but I was on a journey I have made many times, if only because it's a fruitful source of footage. This particular evening I was in no great rush and I was amused at the display, the second such event of the day. So I cut across the footway to get past the dithering idiot, but that at least allowed me to continue my journey without any undue disruption

On reflection, this was clearly a case of greater malice than stupidity, and if I had ridden at my usual brisk pace could have found myself in a nasty confrontation, if not worse. Funnily enough, it was the second case of malice over stupidity of the day. Just a few hours earlier, and a scant mile away, I'd had a similar case, with a white van
