It's much easier to select the elliptical shape tool, then using SHIFT to constrain proportions, make a circle, then in the layer of the shape, double click on the stroke effect and make whatever you like. That way, it's a shape and can be layered, moved, resized at will without losing quality. Doing it the way you describe, is quick and dirty and goes against the point of PS.
