Iranian here.

Just turn it into powder and add half a cup of hot water on it, put it on samovar or anything that heats with steam (no direct heat) for 5-15 min and you're good to go

I live in iran, (i am Iranian too don't worry) and i can confirm this like a couple hours before my mom makes some of the foods that need saffron i just see some laying in ice

Here in the middle east the real saffron could cost you from 12$-40$ but if you bought it from some local villages in iran you could get it for 0.5-1$ $
