The CSO was probably more of a show of force instead of a practical design. The Covenant probably took their largest and scariest ship and scaled it up to make it more intimadating

just to be a math nazi, a CSO isn't equivalent to 5 CAS. It's 5x the length, but also height and width, so it's the equivalent of 125 CAS

The problem with the CSO being an upscaled carrier is that people didn't get that Jorge still struck a significant blow to the covenant. Because they thought that the fleet that showed up after was made of the same model of ships, instead of being regular carriers.
