The Presence And Lucifer have a dialogue outside creation at the end of Lucifer (2000) comic

The Presence says : ”True I’m infinite and eternal but even I was shaped forces External to me. You know what they are”

Here the presence refers to every writer of DC and even Lucifer is also aware of the fact that they are in a comic. So the presence is simply all the writers that DC/vertigo have had throughout decades. Scott Snyder is one of them who clarified things and also acknowledges the idea of the Presence
