I'm not a christian, but knowing hell is more like a waste disposal facility/prison makes this whole thing so funny, like, imagine the biggest guy just walks out, hands this random consessions guy a receipt with "Prison deed" writen on the back, and then you have a bunch of C.E.O's fighting over it.

My memory is that Dream gave keys to Hell to angels not because God commanded so but because they were the only ones who didn't have a selfish goal.
All other contenders had some interest in taking hell but angels only had duty towards God. They didn't want to rule Hell and that is why Dream saw them as most fitting to actually get the rule.

I remember in the comic, Duma and Remiel, thought they were there only to take the key back to God. When they found out the truth, they were horrified. Up til that point, they had both always been floating a few feet up in the air. Duma (the angel of Silence) seemed resigned to his fate, but Remiel (the angel of those who Rise Above Others) started bitching and moaning about it, talking about how he didn't deserve this 'punishment'...effectively denying God. As he has his tantrum, he slowly sinks down until he's standing on the floor...becoming a Fallen angel.
