You can safely remove it although it will reinstall on the next update. Its trash that you cannot disable it in services, it doesn't allow you to set counters for fails. Its really stupid you are forced to use something that will cause any extra amount of CPU usage as that's your hardware and not windows, I don't need it but it continues to show up and its just a hassle. 10-15 % extra CPU usage for me on already old and slow laptop.
