How Strong is Sasuke Without the Rinnegan?

It ultimately doesn’t matter what we think. They’ll make Sasuke as weak as they want him to be to service the plot regardless of any established logic we try to use. We thought Naruto would still have access to SPSM but it turns out he lost that with Kurama. My guess is that they’ll make Sasuke about as strong as Naruto since in the past Kishi has always tried to portray their strength as about the same

when obito wanted sakura to destroy the rinnegan, it was with a kunai, so i would say it’s safe to assume that any damage to the rinnegan renders it useless. Also because they seem keen on nerfing sasuke and naruto to the ground, it’s very likely that the rinnegan is nothing more than a chunk of useless flesh inside his skull

I think there's going to be a way to restore his Rinnegan abilities.
It's going to be one of those situations where Sauske is going to turn it down just like he turned down the left arm Tsunade made for him but I think that if you implant Hashirama's cells into that eye socket he'd gain access to the regenerative abilities that Hashirama had and Obito had his arm regrow several times after having it cut off in several points of the series. Also we've seen Hashirama's cells work in tandum with Uchiha DNA by giving Danzo access to high level ocular jutsu while being an average Kage level ninja.

Considering other cases with a loss of a Sharingan, Sasuke most definitely still has his Susanoo. Only difference is that his Rinne-gone, so a massive loss in hax that he never used

I mean, he should have more chakra available without the rinnegan draining so much of his chakra. He’s always shown with the EMS and Rinne-sharingan active at all times (he can lose tomoe for his rinnegan when he’s running low which is an indicator he’s lower on chakra). He can still use susanoo, Amaterasu, fire style, lightning cloak, chidori, etc.

Sasuke isn’t a big damage blitzing character, he’s more tactical and methodical. He can definitely use susanoo which still has the strongest defense in the series. He can still fight at his current speed bc of the lighting ability he covers himself with, he’s just missing chibaku tensei, the portals and the swap ability. I think he’s going to be portrayed as noticeably weaker but IMO this should make him fight longer due to having less chakra drainage.

If the rinnegan is still functional after being gouged out of someone’s eyes, and not even being surgically implanted into another user, then yes Sasuke's rinnegan should still be functional (as in not completely destroyed). But obviously, he doesn’t have the genetics to heal the eye. The rules may differ now since we’re in Boruto, but if they get some sage of six paths chakra, that eye should be good as new.

If the rules ARE the same, we know that the rinnegan does not easily rot away and most likely does not need to be preserved like a normal sharigan. Obito was able to retrieve the sharigan from Nagato's dead, mal-nutritioned corpse with no issues.
OR, they could experiment with Otsutsuki genes since Kamaki is already 80% and perform a surgery on Sasuke's eyes(that is if Amado agrees to comply). Honestly speaking, none of these suggestions are impossible, but they are all dependent on what Sasuke chooses to do with his eye (just like his decision with his arm).

The way I prefer to look at the rinnegan is as a focus/ non-linear amplifier moreso than anything else. The rinnegan doesn't just make you 'stronger'. It magnifies your chakra by offering a greater level of focus and greater ease at utilizing this more-concentrated chakra. With the rinnegan, the name of the game is efficiency, moreso than raw strength. In the same way that ninjas use chakra to enhance their bodies, the rinnegan offers the means to significantly amplify these enhancements by strengthening the passive and active focus of the user.
Sasuke's rinnegan basically took what was already there and amplified it by concentrating it all with greater efficacy. The reason his amp was so strong is because he also received the 6 paths chakra, which added to his own reserves and THEN was concentrated and amplified even further by his 6 paths rinnegan.

All of this to say that yes, losing the rinnegan should make Sasuke significantly physically weaker since he has lost the amplifying qualities of the rinnegan and thus is no longer able to concentrate his reserves to the same level of efficiency or density as before. His chakra is just as strong as before, but he can't use it nearly as well.

I base this largely on the fact that Sasuke has been able to keep up with KCM Naruto since receiving his rinnegan when he was barely able to even follow the movements of the 4th Raikage without relying heavily on Susanoo's protection with just a regular mangekyou. Naruto in just base KCM was able to completely outpace A at full speed and this was BEFORE he managed KCM2 and became that much stronger and faster, then again with adding sage mode to KCM2 then AGAIN with Six paths sage mode's additional bonkers increase. If scaling is even remotely consistent (it isn't but lets assume for a moment that it is) then Narruto should be so fast that he could run across the village, make a sandwich, eat the sandwich, and come back to wash rinnegan Sasuke before he can even react. But Sasuke miraculously able to keep up and in some cases even outpace Naruto despite not training his body at all between his fight with A and his fight with Madara alongside Naruto. Obviously he got stronger, but my point is that improving his eyes via EMS and Rinnegan seem to have made his actual physical parameters exponentially stronger and faster in a way that can only be explained by his chakra levels and usage improving enough to match Naruto's.

I’ve always wondered why can’t they just heal the eye? Sure it got stabbed, but it’s not like it was gouged out, and between the advancements in tech and healing jutsu I feel like it should be possible

I think when Sasuke originally lost his vision his susanoo deactivated because he only had the regular Mangekyo, but the eternal mangekyo is probably Literally ETERNAL, meaning even if he loses both his eyes he can still use sharingan based powers like the susanoo, i think it's also possible to assume that the process of taking someone else's eyes to get the Eternal mangekyo works by binding some of the soul and chakra of the former owner of the eyes to the new one allowing him to use both mangekyo powers, also another thing that supports this theory is that all the eyes of the Uchiha clan were stored in perfect condition by Obito, which would be impossible IRL, the eyes would become useless nearly instantly after death of the user.
