Here’s the thing, naturo got the powers of the 6th path(sage mode, Jinjuriki, and 6th path all at the same time) and sasuke received a power up and rinegan, both from old man Hagoromo, which they’ve lost after the war. And the seal to defeat kaguya. Not even kill her. Kaguya barely took any damage. She was unfazed the whole fight. All they had to do was touch her at the same time with the seals they got from hagoromo. She barely broke a sweat. She wasnt aware of the seal and what they were trying to do. That was all in her base form, if momoshiki can change form after consuming a fellow otsusuki, so can she.

Moving on to momoshiki, new kages fought along side naruto and sasuke and they gave both momoshiki and kinshiki, which forced him to consume kinshiki then he transformed to an even stronger being. Even then he was getting his licks. Mofo scientist showed up and just started throwing jutsu’s which he consumed and used it to boost his attacks. He got killed with a rasengan. Sure naruto and sasuke gained more experience over time but the fact that the new kages gave him and his servant a problem. And those kages are not stronger than the previous kages who got destroyed by the great Madara!

Kaguya wanted to take on the whole otsusuki clan hence she needed 10 tails for herself instead of the clan benefiting from it.
