You’re only partially correct. These belong to the Karenni (Kayen) people which can be predominantly found in Myanmar and forms a minority in Thailand and Vietnam. The brass coils are often said to protect the local women from getting bitten by wild tigers, but in the present, the women there told me that the rings are worn to express their cultural identity.
Edit: I also happen to read that the brass coils are in worn to exploit their culture in regards to tourism. Hence more and more young Karenni women have removed and begun to stop wearing these brass coils as an act of protest.

As a citizen of their neighbouring country (Malaysia), I have visited their village in Thailand back in 2009. They’re nice and friendly people!

once you get pretty far into doing this, i really dont reccomend taking the rings off. the neck's been stretched, and it's used to the support given to well, support the neck. without it you'll probably have higher chances of breaking your neck

They are also called Kayan and they are sub group of Red Karen.They are Tibeto-Burman ethnic minority of Myanmar although they live in Thailand and other places they are from Myanmar(Burma).

If people want to physically show their once very embraced part of their culture, they can wear something with a resemblance of the rings, for example, WITHOUT putting their health in danger. Acknowledging the use and pride people had without involving any possible health concerns. It’s a win-win

And it is also said that if they take it off it's very likely that their necks will collapse under the weight of their head. That happens because these rings kept their head up through years, making their neck so weak that their neck just collapses and they die

i dont remember why, but as a punishment, they got taken off of a womans neck and the woman would die, because she wouldnt be able to breathe, as the neck cant take the weight of her head.. terrifying
