Is it always okay/advised to replace an original ball float set up with this newer design???

What about changing the post in the middle of the tank that the flapper valve attaches to?
One of the plastic hook-arms on the side of mine is broken and I have it jury-rigged right now.
Is there a simple way to fix that as well?
