NATO came into an agreement with Russia years ago that it would NOT advance towards its borders.
Of course NATO did not honor that agreement and Putin believes he has to protect Russia.

I think in terms of ballance it may be fair to point out that Nato's incursion on Russias borders for the last thirty years may have lead the leaders of that country to feel threatened .The Russians like any other nation have a right to defend their people against outside aggression. When in the 1960s the USSR stationed missiles on America's doorstep on the Island of Cuba, the Americans were not to pleased, the USSR removed the missiles and the tension, that nearly led to nuclear conflict was reduced. This was a wise move by the USSR, perhaps the Americans could emulate it.
