or federalized. everytime the asylum gets federalized, the inmates no longer can escape. this is because federal facilities are highly secure with the latest security equipment and heavily armed and well trained guards, sometimes even being military personnel. not only that, Arkham in some cases are ran by corrupt doctors and administrators which causes severe issues in security

I think the reason why they escape easily is because it is a asylum and not a actual prison
