Another way is with daily iscense and here golden rule is to walk always with daily iscense. Can spawn a lot of pokemon and better it can spawn a galarian legendary birds, but you'll need to be extremely lucky to either get it in ultra ball and golden berry or if you have master all, thing is that legendary birds have low catch rate and high flee rate so yeah it will be hard, I encountered 2 galarian articunos and didn't caught them

It is not easy to get to level 20 in GBL. And even then, you aren’t guaranteed to get the legendary. It is in a pool with other pokemon that may be decent in PVP.
