The tips were altered to point down to prevent exhaust fumes from being pulled into the cabin while cops sat idling for long periods of time. Apparently that was an issue and that was the engineer's solution and Ford didn't want to make 2 separate exhausts, one for police and one for civilian, so all of them do that.

I've always liked the styling on this incarnation of the Explorer. They sell gobs to police departments. I wonder how many more would sell to consumers without the "cop car" vibe.
