sir, I have a question. The plate moves up to 3, 4 inches per year which means the movement couldn't be felt at a time. so will it be enough to make the wave?

The video posted in the upper right was the best explanation. The gutter you used as a plate was above the surface of the water so it pushed the water. The video explained how something that happened subsurface much better.
