Honestly it might be a difference in culture (and fandom culture has changed a lot in recent years) but as someone who does fanfiction (and occasional fanart), the choice to not tag creators is very intentional. For older fandom members, we tried to keep our work separate from the actual creators, knowing that they might not want to see things such as shipping, headcanons, or just generally crack-y fan works. Some media creators have been outright hostile to that sort of thing in fact, so yeah, we definitely got into a habit of just keeping it to our own spaces. As much as they might wanna see fanart, some of us will probably never tag them in it, just because it feels rude to us :') but they're more than welcome to go looking. Just.. don't be surprised at what you might stumble across

I think part of it too is that it's like "oh, they'll never respond to this even if i do tag them, so what is the point?" at least that's how it was for me when I WAS doing fanart, but I also understand that there's not enough time in the world to respond to absolutely everyone. That would be insane.
