Here's the number one question everyone is ignoring. The elephant in the room so-to-speak. HR has had the lead on EE/EX for several decades. HR should do a presurvey survey. Ask the employees, "Based on previous surveys, do you believe HR is positioned to force leadership to take action?" We have decades of data, and the EE/EX data is the least impactful aspect of EE/EX. Leadership has ignored accurate employee data for decades. If HR cannot force change, then all you accomplish with surveys is disengaging the people who hoped someone would listen. Data is not the problem; who's collecting the data is the problem.
