This is one of the most important lessons of the movie. As soon Pvt Joker reveals that he understands the rules of the game, Hartman promotes him. But what happens next is just as important. Hartman then makes Joker responsible for Pvt Leonard, something that no one would want. The lesson: awareness and pain are inseparable. Achieving understanding in your domain brings advancement and promotion, but it also brings burden and responsibility.

Apparently this dialogue by Lee Ermey was extemporaneous & Stanley Kubrick was so impressed he allowed Ermey's performance to stay instead of the scripted dialogue.
