Well this is probably due to Russia's massive problem, Its with the navy what I mean is: That for most of its history Russia is a more of a inward Empire (E.G. Mongols). Rather than a outward Empire (E.G. British), The navy of Russia back then was quite bad in comparison with other Empires (mostly from Europeans). So trying to colonize other places is difficult, Thus they weren't interested in such "A huge money gamble"! What are your own Opinions of my explanations ?
