Sample and hold is a common feature on a lot of analogue synths. You could just get a synth with an audio input and plug your guitar into that. This sound specifically is the S&H modulating the filter cut off.

The Zappa song referenced is likely "Ship Ahoy, " off the album Shut Up 'n Play Your Guitar Some More. He might have used it in more songs, but that's the first thing I thought of.

Sample and hold modulating a resonant filter is an amazing sound. It can sort of degrade into a gimmick for guitar players, but if you use it thoughtfully/ tastefully, there is nothing else like it.

I got that same multieffect pedal for my birthday 9 years ago. I still use it, (maybe I must point out that I am not a professional) and I love it with all my heart. But for some reason it felt heartwarming to see it in one of your videos (btw way, I love them, keep up the great work!)

I think they use this effect on “Throw Away Your Television” by the Chili Peppers, for the solo. I have a Line 6 FM4 and it’s “Obi-Wah” effect achieves this, I think it’s a slicer and filter modulator all in one

This sound is also in the old Line 6 FM4 Filter Modeler, it's called "Seeker", which I think is named after the ZVex Seek-wah. The Seek-wah is just a step-sequenced wah filter that lets you set different fixed wah positions at each step and comes with tap tempo.
