The answer is fairly simple. The UAE (and most of the world) are tired of the corrupt Pak ruling class, understand that Kashmir is far better off with democratic India and that India is serious about developing the country; rising tides will lift all boats. Sensible countries seem to be moving on from legacy 20th century issues and focusing on economic development, quality of life issues etc. Mixing religion and politics is not necessary.

This year also record number of tourists visited Kashmir, including me and I was pleasantly surprised to see the amount of development going on in and around Srinagar.
