Recently cheap xilinx zynq 7000 boards are coming available (probably from old bitcoin miners). Have you taken a look at that?

Did you try using openocd or pyocd? Where did you find the j-link .flm files? I've been going through the IAR support pack to try to add HK32F030M support to pyOCD. Do you have the j-link and test program code posted publicly so they can be downloaded without a login/password?
