Jack took Hal Puthoff's Polarizable Vacuum approach, which started out with Dicke in the 1950's, in addition to the paper he mentioned on EM fields in Matter, and re-wrote Einstein's 100+ year old equation in terms of a 4th Rank Tensor interpretation of permeability and permittivity. Then contracted their product into a Scalar field, "S", which is essentially a refractive index. So we're back to the PV approach, but using Einstein's equation. What he doesn't know is that in the PV approach, "G" cannot be a constant. It also varies and by exactly the same amount as (c/K)^4, sp we get G/K^4. (K is n, the refractive index) The reason being, "Force" must be an invariant quantity in order for EM forces to be independent and unchanged wrt gravitational field strength. The inverse quantity (c^4 / G) has units of Newtons (Force), and does not change wrt changes in the refractive index. So Jack's whole premise is nonsense, because he doesn't understand what he's dealing with now. I've been studying this approach for over 23 years, Jack just arrived.

Jack listed numerous qualities a meta material must posses;
1. It is an "array" of meta-atoms.
2. When viewed from afar, as it approaches, it appears red-shifted, not blue-shifted.
3. It radiates a gravitational field that affects the entire Tic Tac.
4. The material must be "Pumped" or "Pulsed" by the EM field to make it work.
5. The field it generates is "static", "infinite wavelength", it's not oscillating at a frequency.
6. The material doesn't radiate EM (much), to minimize losses.

Jack said he doesn't know what the meta material is, or should be, but I actually have a good idea what this material is made of, what it does and how it works, based on my own model of gravity, that started alongside Hal's PV approach, but has evolved into Quantum Gravity from Atomic Resonance Effects, and An Engineering Model of Quantum Gravity.

Given how serious Jack was saying this is, whoever gets clear positive results on these phenomena needs to go to the scientific community.

Near fields are frequency dependent and time varying. The distinction between near fields and far fields has nothing to do with fundamental physics and is a mathematical tool that allows useful approximations to be made in the analysis of radiating sources. So the theory implies that the proposed S field is frequency dependent, (there is essentially no way around this fact). Metamaterials, and all other materials, are described by frequency dependent permeability and permittivity and while it's an interesting idea to try to couple these parameters into GR, the meaning of a frequency dependent coupling factor seems rather elusive and problematic to me.

Either Sarfatti or Alcubierre methods require magic "meta materials" or "negative energy or mass." This is why, after decades, no one has built an Alcubierre drive or a Sarfatti Tic Tac. However, we encourage Sarfatti and other to continue, since we have evidence that most reasonable people would accept that Tic Tacs and other objects are exhibiting behavior we can't readily duplicate.

Now, "tweaking the dissipation of meta materials" as Mr. Sarfatti says, well, that just wont' do, Jack. Build something. You've had decades, stop qualifying your efforts by requiring magical items.
