Honestly, Wanda should have been at least #2. She defeated everyone before her with her mind powers instantly (except vision. she didn’t attempt him, but later in Civil War, she defeats him).

Wanda and Thor are both a bit too low imo. Wanda wasn't #1 yet and was still learning, plus a glass cannon, but she did almost bring down the whole Avengers team with telepathy. She also finished off Ultron's main body (breaking his Vibranium chest plate to remove his mechanical heart). Thor is probably the strongest one here physically speaking, despite also being below his prime pre-awakening.
