1) Is one piece of paper a potential user flow? so starting at top left all the way to bottom right is the journey a user would make?
OR
2) Is each box meant to be a different design for one screen?


The bit which confuses me is the ''idea'' part, define exactly what they mean by an 'idea'? Is it a layout idea, a userflow idea or something else??
