Those expansion joints weren't the only problem on that base. It looked like the whole run of bottom bricks had the mortar fall out of the horizontal joints. Insane how shitty these massive super expensive homes are. Im starting to wonder why the homes cost so much. They use the cheapest materials they can buy, also buy them in massive quantities so even cheaper. Then they hire the worst/cheapest contractors you can find. Premium price point for chinese quality

I'm a superintendent for residential construction. I have no problem with any home inspector. They catch things that I miss. That being said, concrete is going to Crack, you can do a lot to prevent it but most driveways will Crack. Thats why there is expansion joints in there. I've tried to make it thicker and add fiber and wet the dirt then pack it tight and it'll still Crack. I'll replace the section if it's too bad but a minor Crack I won't.

Nice deflection there on the PT cables. The grade hasn't been done on the yard yet. The beams will get patched up after the yard grade. Exterior doors rub. New houses settle. Water is wet. Also, Find me a piece of concrete that doesn't have cracks in it and I'll find you some property down by the ocean. This guy has never worked in construction a day in his life. He has no qualifications to be an "inspector". Those who can't do, inspect.

That’s what happens when you build on green concrete!! Most of these builders start going vertical within a few days of the slab being poured!! Research how long concrete takes to cure!!
