Tilde is used when you want a command to run relatively to where it's being executed. The /execute command can update a command's current position, changing the meaning of ~ ~ ~.
The first tilde represents the X relative world coordinate.
The second tilde represents the Y relative world coordinate.
The third tilde represents the Z relative world coordinate.

Caret/Circumflex Notation:
Like tilde notation, these describes the position relatively to where the command is executed. But the difference is that when using caret/circumflex notation, the coordinates change depending on the player's head rotation or you also called as entity-centric frame. The execute command can also update a command's current position, changing the meaning of ^ ^ ^.
The first circumflex represents the sides of the player.
The second circumflex represents the top and bottom of the player.
The third circumflex represents the front and back of the player.
