A simple question, how would I create custom leaders for each of the possible ruling parties ( commie, Democratic etc) so that if my country moved from facism to communism the leader would be a custom one I created?

You can use a jpeg and then convert to .dds; convert to jpeg, then .dds

do you have to change the traits for it to work? because the leader doesnt show up, i can change the pictures and all but they dont show

No matter what i do the leader portrait doesnt change and im 100% sure i copied everything exactly

You don't need to merge the pics juts convert them over the site thats what I did and it worked normally!
