The problem is that the game allows you to set the graphics to Ultra High and your PC's resolution. Then when you reset upon loading splash screen it gives error D3D Fatal Crash without even going to Options. That is, the game is stuck at an unrealistic resolution that creates the problem without letting you fix it again.

The solution was to go into Steam's launch options and set the "autoconfigure" option. With that, Steam forced the game to start in the basic option, no longer giving the error.
