I think "Officer safety" is often used as an excuse to force people to obey and establish control. Get your victims to obey right away so they get conditioned to being obedient.

It can also be used as an excuse to escalate. "For officer safety I need you to take your hands out of your pockets." Don't take your hands out and now they have an excuse to violently punish you. By disobeying you are now considered a threat to "officer safety". Of course it's all a ruse to find out if you're obedient, and an opportunity to punish you if you're not.

They use the phrase to circumvent citizen's rights. It's right up there with "I'm just going to pat you down for weapons"; a clear 4th amendment violation after detaining someone because of 'suspicious' behavior. Is suspicious behavior a felony, or a misdemeanor?

Cops are the 22nd most deadly job in America. According to the U.S. Bureau of Labor. That is right below "Grounds maintenance workers" and right above "Maintenance workers, " yet the average cop salary is TWICE that of the maintenance workers.
