This is way Qualified Immunity needs to be removed from Police.
They need to be held accountable for their actions.
Camera and Audio need to be on and a Law needs to be Passed and Inforced that they remain on at all times.
As well as being worn by all Law Enforcement Agencies.
All Settlements need to be paid from Officers Pinion Fund and not Taxpayers Money.

Street Cop Training did a disservice to our force. And, I don’t get why some calls even leave dispatch. Why do people make bogus calls, no repercussions and why are cops so quick to see public as guilty before proven-criminals. 😑

At some point, 911 operators have to be empowered to tell people that situation X doesn't going to get a response, and might get the caller charged with misuse of 911.
