You have some good points, but you misread the action of Putin. Putin did not make a mistake by doing this. This is in line with how Putin operates. Putin has been trying to be transparent and measured as a world leader. Putin does not worry about how Zelwnsky is going to use this. There are bigger things at play there. You have to understand the art of war to understand Putin's decision. At this point in the conflict, Putin has more to gain to go full-blown war than to wait and lose so much advantages that Russia could have used as a competitive edge. This is how it goes:
Let's say a bully and his friends want to take all your valuables. The bully don't want to go on a full fledge fight with you because it might be too costly. What if the bully decided to take little things from you at a time. You might want to fight me if I take your bag, but if I only take a pencil, you might not have much incentive to fight. If you do fight, you will limit that fight because you have too much to lose. If you allow the bully to continue taking small stuff from the bag and have little fights over them, it will create 1) exhaustion
2) many of resources that you could use from the bag are taken away. 3) by allowing them to constantly come and take some from the bag, now they have a good inventory of everything that is in the bag. At the end, if the bully and his friends launch a full fledge attack on you, you will be deprived from many resources you could have used. 2) you will lose the element of surprise. 3) you will be weaker.

The moment the bully target you and you realize that the bully wants all your stuff, you are better off to start a full fledge fight with the bully. You might lose, but you have a greater chance to win.
