my pc is a work pc. so running BAT files is prohibited. is there another way export these with using non-administrator access to Windows?

I have 50 collections on my old PC that I want to migrate to a new PC. Each collection has many links. How to I migrate/export all collections and then import to new PC? I tried copying the collections file to new PC but than didn't work. Other devices are running Windows 10 with Edge browsers. Thanks
