Of course he did, but they often do. Blair did, much more seriously, not over wine and cakes, but over weapons of mass destruction; billions wasted and 100s of thousands died, but he got off. Johnson got so severely censured, because of Brexit, partly, but also because they fear a come back.

The vote for Brexit was in 2016, Boris became PM in 2019. He only pushed through a vote that had already happened 3 years earlier, he was only responsible for obeying the will of the people not responsible for Brexit itself.
