It's freshwater and saltwater. the fresh water floats on top because of the dirt from the river it came from and when the dirt falls down the saltwater and freshwater mix

infact this is wrong, this is fresh water and salt water not mixing together, this is just temporary as the dirt and mud of the fresh water that likely comes from a river sit up top, before inevitably mixing.

The Atlantc and Pacific doesn't mix because the Pacific is the biggest ocean in the world and the Atlantic has more salt to prevent to ruin the colour of the Pacific because if they mix with each other, the Pacific ocean can be removed from being the biggest ocean in the wold.
