Screws with a flat shoulder (no threads) will allow the top piece to be pulled tighter. Having threads all the way up the shank sometimes physically prevents the wood from sliding along the shank of the screw; in this instance, the strength lies in the lateral friction of the smooth shaft and the shear capacity of the head.
