Being a Pocket Edition player myself, creating the Ender portal in creative is actually a whole lot easier. It's based on the frame blocks being either vertical or horizontal. As long as you keep that in mind, it doesn't matter if you're on the inside or the outside of the ring while building it.

I have to THANK YOU because I just got a mom win! My 6-year-old son got really frustrated because he didn’t know why he couldn’t make a portal for some reason even though he knows how to. We do what we always do and look it up on YouTube but he went through a couple videos and got upset and asked for my help and I’m like I have NO IDEA. But I scrolled through for a more videos and came across yours and right when you said it’s harder to do in Creative Mode I suspected that was the problem and viola! We got it.
