Apathy and low turnout reflects a highly prevalent lack of confidence in the entire system as well as the election process itself. Here in WA, this turnout problem is exacerbated by WA having effectively turned itself into a uniparty Democrat state where dissent is not tolerated at all.

The problem is compounded by the kind of sloth and ineptitude displayed by that 22 year old man; if he's so stupid he can't follow basic directions from a common search like "register to vote in Washington", he does NOT need to be voting and this is a good thing.

We should return to voting only in person at properly observed polls, with the voter rolls purged annually and all voters required to register at the start of each year. We should also implement common-sense voter ID reforms to restore faith in the system.

Until we fix these problems, expect turnout to remain abysmal.
