What's the difference between a sus2 and a 7 chord?

I have a question. If you are playing a CM triad 1-3-5, and you play a sus 4, you move the third up a step that would be 1-4-5 - E to F is a half step. But if you play a sus 2, you move the third down to D which is a whole step. I dont understand whether you move the third up or down a whole step, half a step or just on white keys? Thank you.
