You can move even slower with a couple extra effects, spider webs, water flowing against you, the bow drawn, crouching. It can get very very slow 😂

put soul sand on ice, then put cobwebs on top, use a slowness potion and hold shift and try to move. Bam you can't move at all

the last ice reminds me of the ice made from frostwalker boots. Also, add cobwebs to the soulsand for extra slow.
Edit: Ya I thought it was that type of ice. That sugar cane thing was added a while after the enchantment was introduced. Those boots used to ruin farms and redstone waterways. I think they ended up removing that feature before they officially released the enchant.

Slowest is blue ice below sole sand with cobwebs. crouch and hold a bow.
