When I played, my understanding was that ALL adjacent spaces had to each have the matching combination. So at 17:17, only the bottom most space would technically match, and thus no block would meet the condition because a city block must have BOTH its adjacent spaces meeting the criteria. Check out the rule book at the Hiding Phase section. Note how block B does not match the combination criterion. Am I reading this wrong??
