This debacle is hands down my favorite story from his life. Which leads me to ask, why has this particular event not been made into a movie, or short series? It sets up for everything to come, and it is one hell of a great segment of his life, perfect for a self contained story

It wasn’t really legal for Caesar get the trope to hunt the pirates but it’s not as if legality of what you could do with troops ever stopped Caesar.

This video made me think of DS9; in that show, all "Runabout shuttles" were named after famous rivers on Earth (as in Ganges or Rio Grande) but a famous runabout was called Rubicon which I had thought violated the naming convention. So with this video, it was finally proved to me that the Rubicon shuttle did indeed fit the established naming scheme for DS9's shuttles. Like if you also caught the Star Trek connection to the name "Rubicon".

This is one to study Cesar would assert with seemingly few legions backing him. BUT I have read where the Pirates maybe-kind of-felt sorry for the guy. AS you say Cesar acted like the leader BUT here was a young 25-year-old kind of wacky guy. He made them keep quiet when he slept, and he wrote poems and stories reading them to the Pirates as well. They were not afraid, even worse just thought this young man had way to high opinion of himself. I wonder if he warned them NOT to remain on that island for too long after letting him go. Yep, there is a reason ALL chairman, czar, champion and on on comes from him.
